Key to the City – London - Rules of Play says:
In Key to the City, each player aims to develop their own London borough based around their home tile, using the large hexagonal location tiles. Each tile gives a set amount of victory points but it may also generate resources which are very useful. Connectors and skill tiles can be used to upgrade certain location tiles for additional victory points and productivity. Over the game you will build up your borough until you cannot expand anymore and are forced to pass, once all players pass the scores are counted and the player with the highest score wins!
